Work Program

>> WP 1


The first work package (WP1) consists in the management activities. It aims at coordinating and validating the project development and results and at ensuring that EC financial and administrative procedures are respected. Also, this WP will testify that there is an efficient communication and coordination between all the partners of this project.The detailed objectives of the work package are:

  • To ensure the optimal coordination of scientific, human and financial resources
  • To optimise pertinent integration between WP research activities
  • To ensure the appropriate functioning and efficiency of the coordination board
  • To ensure the timely and appropriate reporting to the EC

>> WP 2


In this work package, first the project grounds will be set: specifications and needs analysis of end-users. Second, the transversal solutions to technically sustain the project infrastructure will be handled: cloud infrastructure and security of the system. Finally, the full solution, consisting of various project components developed throughout the different technical work packages will be integrated and tested to deliver the final prototype in a global way. The demonstrations will also be analysed here to demonstrate the project impact.

>> WP 3


The third work package (WP3) focuses on specific conditions that trigger cascading and cross-border effects, considering an evolutionary crisis scenario. A multi-risk approach methodology generates quantitative risk estimations based on Event Tree Analysis with a Bayesian Approach and a probability assessment of combined events, able to ensure quantitative and reliable results.
The event tree approach is more top-level when compared with the coupled grid simulations of WP5, i.e. the events/components/bricks considered cover a wider range of scenarios and interactions.

>> WP 4


The fourth work package aims at developing the Events Log Database and the structure to feed the data into it. This WP will start by assessing the data needs of all the partners and identifying the sources. Then, the next step will be to develop a layer to integrate all the data with various formats into one format to be integrated into the database. A module to monitor the population behaviour through web2.0 extraction and through a mobile application will be developed within this work package to feed the database.

>> WP 5


The main objectives of this WP are:

  • to model and simulate (forecast) crisis/(multiple) damage propagation including cascading effects as input for decision makers and responders in case of crisis (used along with decision support tool of WP7), for crisis foresight;
  • to provide a crisis spreading and cascading effects simulation and prediction software tool for grid/network operators, responders and decision makers;
  • to provide quantities for vulnerability, susceptibility and resilience of interlinked grids and critical infrastructure for prevention, crisis response and recovery;

>> WP 6


The sixth work package (WP6) consists in developing the final output, the Crisis Management Dashboard which will be the one used by beneficiaries.

>> WP 7


The seventh WP will serve to test and validate the global SnowBall solution. Once the last problems are fixed, the partners will be able to use the tool in three different situations: flooding in Poland, storm in Finland, volcanic eruption in Greece.
This simulations will allow mainly two things:

  • To assess the efficiency of the tool in simulating cascading effects, and the accuracy of the simulation outcomes.
  • To asses the ability of authorities and first responders to minimize cascading effects, and the impact of a crisis.

>> WP 8


The eighth WP will serve to disseminate the projects developments and results to as many people as possible. It will serve to write a training pilot to enhance the preparedness of public authorities, first responders, and citizens to cascading effects, on the basis of the results obtained within SnowBall. WP8 will also aim at building an efficient exploitation plan.
